The Participatory Budgeting Project (PBP) is a nonprofit organization that empowers people across the US and Canada to decide together how to spend public money. We create and support participatory budgeting (PB) processes that deepen democracy, build stronger communities, and make public budgets more equitable and effective. Through our work with partners in over 17 cities, we have engaged over 300,000 people in deciding how to spend $240 million.

PBP is seeking a Development Manager to join the small but effective development team of our award-winning organization. This position will lead PBP’s Institutional Giving work, which will help us empower thousands of people to participate in real democracy, through a process that has been called “revolutionary civics in action.” This is a full-time position starting as soon as possible.


The Development Manager is responsible for managing institutional fundraising strategy, grantwriting, research, and administration, and providing the infrastructure necessary to grow the funding to support our programmatic work. The position reports to the Executive Director.


  • Identify and research funding prospects, concentrating on government, private and corporate foundations.
  • Create, organize and maintain a list of prospects.
  • Help cultivate relationships with institutional funders through outreach, networking, and special events.
  • Draft grant applications and reports for foundation, corporate, and government grants.
  • Work with program staff to submit grant and contract reports and other funding requirements.
  • Maintain a detailed calendar of grant application and cultivation deadlines.
  • Engage staff and board in contributing to prospect identification, cultivation, and proposal development, including leading fundraising training and capacity-building.
  • Support implementation of cultivation events for funders and donors, such as receptions, briefings, and benefit parties.
  • Perform other development-related tasks as needed.


The ideal candidate will have:

  • At least five years of demonstrated experience in a fundraising environment, with progressively increasing responsibility.
  • Demonstrated success raising over $1 million in funding per year.
  • Excellent project management skills, including the ability to organize and prioritize large volumes of work.
  • Excellent writing and editing skills.
  • Excellent communication, relationship-building, and teamwork skills, and ability and desire to work collaboratively with a diverse group.
  • Strong computer skills; ability to work across platforms and to learn new technology quickly; good knowledge of Microsoft Office and Google Drive.
  • Experience with grant database management systems (e.g. Salesforce).
  • Good judgment, common sense, and ability to work independently.
  • Dedication to workplace democracy and transparency.
  • Flexibility to adapt as our organization and work changes.

Educational requirements: We understand that there are a wide variety of paths towards the skills necessary for the position. As such, there are no formal educational requirements, as long as the applicant can demonstrate mastery of the desired skills. We do, however, value experience gained through educational programs, including credits completed in related subjects such as creative writing or political science.

This position is preferably based in New York City, and offers ample flex time to accommodate the requirement of non-traditional hours. Salary range, depending on relevant experience: $55,000-$65,000.
